Why are things—like murder—seen as way worse when women are involved?

For example: If a group of people are murdered, people are more shocked and sad when finding out some were women.

Yeah I'd say so. That's how when people are talking about terrorism or any war with civilian casualties they use the phrase "women and children". To highlight how barbaric it was.
