Never, however people should realise that they don't have "diagnosed with depression" written on their forehead so most people will just assume you're just sad or overreacting. I would say to lighten up and not take things to heart but to someone truly depressed i don't think that's an option they can't avoid thinking like that :/

You might be naive thinking that it always is said for that reason. It might be but it isn't always. Sometimes it's being said as a sarcastic yet polite way to say "thank's for spreading your bummed out point of view."

"You think you are the only one with problems? You think your problems are bigger than others? You aren't. Maybe we don't all need a pity party and we're dealing with it and trying not to bring others down while we do."

It could always be worse. That's virtually always the case. So cheer up.

well I rather have that said than someone saying something horrible and insensitive. It may not be what you want to hear. But they may just want to be sincere in wanting you to be better. Just saying.

Never, to my knowledge. It can add annoyance along with the depression, however.
Well it's better than saying just kill yourself. It's a friendly gesture anyway.
