With a prescription, they're legal and relatively accessible. They have become so widespread in fact, that heroin dealer have plunged their own prices in order to keep selling. It has led to a terrible drug epidemic in many places. I've seen a number of people die from it recently.

She hurt her back some how and got hooked on pain meds, when the doctor cut her off she turned to heroin and was found in the bathroom on the floor. She came to for a little while in the hospital and told her mom she was sorry that she fucked up...went into a coma and died.😭
