Why do people burp and farther without saying excuse me (PLEASE READ)?

My cousin who is a girl always burps without saying excuse me. It is bugging me. When she is out public, she says excuse me. Her burping is bugging me. My parents doesn't get bothered by that. I thought we were taught proper manners. How can I get her to say excuse me.
