this doesn't surprise me at all.
it's still happening today with pharmaceutical companies marketing drugs that do no good at all.. statins have been PROVEN to have ZERO affect on preventing heart disease and yet doctor's prescribed billions of dollars worth of various brands last year.. these drugs are PROVEN to cause diabetes..

We would need to establish an effective system to rate disturbance. After that, we would have to measure both of our levels of disturbance. It could take years to put an initial system in place and several more to create a functioning set of standards to get the proper results we require.
