Uhh, no. Two reasons why they don't have hair.
1. Hard to do hair in an ASCII smiley. :) Besides, they don't need them. Your hair doesn't convey an emotional state.
2. It's a SMILEY FACE. They are SMILEY FACES. They are LITTLE YELLOW CIRCLES with dots for eyes and lines for mouths. Even with the tarted up emoji versions we have, it's still a SMILEY FACE.
