Since most do agree that men do get excited with more skin on display then why do women wear short clothes then blame guys for being pervs?

Because the kind of men who stare and gape lack subtlety and respect.
And sadly, many men seem to interpret a women's attire, posture, even just a smile etc. as an invitation. Just because she's in a dress and her legs are showing doesn't mean men are freed from acting like respectful people to become hee-hawing donkeys cat-calling her, staring inappropriately and making comments. That's the difference.
