Is it even turning on?
Is it a tower or laptop?

Are there any lights on the motherboard or CD rom/panels anywhere?

(Is the power supply unit even switched on in the back?)

Is the power supply unity cable securely plugged into the motherboard?

It is a tower.
It is old.
it works fine but for the fact it's slow.
Only light indicator is a power on button. Which is on.
There is an occasional flicker from a light which i assume is an updating indicator(?)
Does have a CD rom. But it's empty......馃槥

Turn it off, and look closely at the motherboard; and make sure the fans are plugged into the areas labeled with "fan"- or otherwise look like this
Also a good dusting can help too; i'd suggest canned air, or if you're careful a leaf blower on low.

@Teirdalin: Oh man, that means attempting D.I.Y surgery.!
I'm so tech clueless I'd probably end up launching a missile on China !!!!

It's easier than it seems. :p Just don't touch the complex looking mess on the bottom right corner of the board.

@Teirdalin: Ok ok before i do something daft that i'm sure i'll regret later. Can you talk me through the real basics!!
I can't SEE a MUTE button indicated anywhere. But before i consider surgery on an otherwise perfectly serviceable PC, I just want to make sure i'm not missing the 'blindingly obvious to your average 8 year old'. !!

Maybe take a few pictures of the inside of it and post them here.

Also if it's an old PC the fans may need to be replaced; they're cheaply made generally and die out after a while.

Would recommend some LED fans.

......! Volume is back !!
Fan starts, goes to really high speed then drops to low whir.....!!

Goodmorning.

So what did you do exactly?
It's normal for fans to start strong then go slow when not doing much.

UGH!!
Borrowed some 'proper' screwdrivers. Since using a table knife to undo them, horrified my mother !!
Took the casing off.
Vacuumed the inside as best i could.
Pushed as many plugs as i could see to make sure they connected.
Shocked myself !! Swore ! Turned off power !!!
Put the casing back on and did it up.
Powered it back up.
Fan ran very fast for about 20 seconds then died !
Loud 'PING' noise and the volume was back !

Which fan? Case fan or CPU fan? CPU fan is the one attached to the motherboard.

The case fans are significantly less important; and also are not necessarily always on.

Case fan......I think !
