Caught my neighbors kid hitting my dog. I marched next door and chewed her a new one. Her response..........It's just a dog. Yeah glad they left!

@Shironeko: Evidently he has not been properly educated on how to take care of a pet. And if his parents don't take care of it, I would contact the authorities.
