Thats a very basic way to put it.

Logically, small things are easier to manage and to monitor than large things.

@SW-User well thats true, but then you'd have to have a general internet showing each law of each town or province.
like if you want to go to the next town but its filled with neo nazis and you're black you should go around.
cause in their town its legal to kill blacks.
or the opposite, a black community that doesn't like white people.
one that doesn't like guns, one that doesn't like non electric cars.
