What sucks more than a film where..

Someone takes the law into their own hands and kidnap the suspect. Torture them for days in the space of 45 minutes then it turns out the suspect was innocent.

The film is not bad for that [i]very[/i] reason, it makes you indignant, except your rage is at the movie instead of the people who would do such a thing. It presents something to you, maybe it's not necessarily meant to be "liked"? At least not in its traditional sense.
