My mom won't let us go to the apartment basement unless she's home and we can't be out late at night when it's dark out because of sketchy stuff

She doesn't like people sitting in their cars with the lights on just chilling and she thinks people are selling drugs based on something she saw. She doesn't want us going to the basement alone either especially if she's not home because it's dark down there and sje said anyone can be hiding down there
