Why do people think it's ok to make half assed plans, then completely ignore you on the day in question?

I had that happen not long ago. A day was planned to go to lunch and shop. I called her up and hour after she missed the arrival time and she said "oh I forgot"😒

No more plans have been made for her-wtf?

It's just rude and hurtful. They think their time is more important than anyone elses
