It was rehearsed. When he was done blabbering, his instructions were to turn to the right and shake hands with whomever. He was just following his instructions. The sad part is when he wandered around a bit trying to figure out what to do next and where to go. Luckily, a handler must have been off camera waving at him to guide him offstage.
