In city limits how much is high speed Internet usually?

There's a monopoly in my nearest city. Last I checked it was something like $100 after a full year, for a relatively low speed compared to surrounding counties, and a data cap of 1.2 terabytes. This doesn't count the price of the equipment, wifi router, and overage ($50 for 10 gb over).

Meanwhile in the surrounding county it's around $90, higher speed, no cap.
