Necessary if you are in any country where English is the national language. Necessary to communicate with people if you are studying in a multicultural school, where the medium of instruction is English. Necessary if you want to transact business with any party that only speaks English. Necessary if you fall for someone who only speaks English.
Optional if you stay in a place where it's not required and you plan to stay there and communicate with people around you only, and browse internet in your language.
