Noooooooo. It's not anyone's fault but the Governments. I guess it's some archaic law that was never changed, which is really ponderous in itself. Canada is up there with Australia, New Zealand, and Ireland as the most loved countries in the world. Wish I had been born there. Baaaah Baaaah.😋
