I think the general consensus is that it’s impolite or bad form to remove your shoes in a public place.

My personal experience is that college libraries really don't mind if you take your shoes off or not. Public libraries are a different story. They have the mentality of a 5 star hotel when it comes to removing your shoes inside. The ones by my area have security guards walking around. Public libraries also don't mind if homeless people sleep outside but if you take your shoes off or put your feet up in an empty chair in front of you, to them that's a major violation.
