Why do you think some of these middle East countries like Quatar, Kuwait, UAE etc have very less crime statistics?

And it's not coz they go underreported. Even stealing is excessively low. HDI is very very high. I think it's coz of their laws, severe punishment.

I don't know where you live, but here Europe those indicators have been going lower and lower over time, even without draconian measures.
