Why do you think some of these middle East countries like Quatar, Kuwait, UAE etc have very less crime statistics?

And it's not coz they go underreported. Even stealing is excessively low. HDI is very very high. I think it's coz of their laws, severe punishment.

No one knows the true crime stats, but they do seem quite safe. I have walked the city streets late at night in 3 Middle East countries without fear. (But no different than the vast majority of places in the U.S., where I also walk streets at night without fear.)

There are some things people outside these places don't know. For example, most serious crime by the nationals/citizens is dealt with by tribal means, or by tribal influence within the government systems.
