Might be true. And on a deeper level, these places have had the heart whacked out of them so much through the centuries that people know better on a personal level how to behave.
In America (usa) as times are getting waaaay harder and more cruel, the personal crime figures are dropping steadily, even now, with some exceptions re: murder (and mass shootings)
But u know its a "thing" I perceive. People get scared of the truth and don't personally wanna add to the big picture, if its getting uglier.
