What would you do if a dog attacked you and the owner or nobody did anything to stop it?
I almost go attacked by a dog on my way home from work and nobody was even outside. The owner looked outside and didn’t do anything. Wow.....

I would kill the dog and present it's corpse back to the owner then tell the police what had happened,followed by legal action against the dog owner.
