What's the best car or suv that is good for offroading, strong tires, decent gas mileage, sets higher off the ground

For light off-road, as in a dirt or gravel road, a Subaru Forester would meet needs. Fuel efficiency is the issue as I’d be inclined to go with a 4 Runner or Land Cruiser, but they are not known for fuel efficiency.
