I am so angry that my husband went through alot due to his dysfunctional family, specially father

I want to do something about that but dont know what. I want his father to pay for his deed. Lets say punishment.

I think what the others have said is right. I get you are upset but your focus should be on getting you and your husband into a safer environment and concentrate on being there for your husband rather than punishing his family. Do not let his family's toxicity make you toxic.
