Do they mean it's likely they'll be there by 12 noon or before 12 noon or until 12 noon
How do you interpret that statement? ?

By 12 noon or before. That simple. If they are a person who's punctual, they're be there on time. If they're a lazy person or disorganized, they will be there 5 to 10 or more minutes late.
