Depends on past experience with a time giver

They will arrive at or before noon

Not that they’ll leave at noon that doesn’t make sense

"Someone"? We can't answer for one person or anyone really.
But me personally, it means I will be there no later than noon.

P.S. A few minutes before actually.

i wouldnt expect them until 12 though they might be early. they could be late also.
Earthwrap · 41-45, M

By 12 noon or before. That simple. If they are a person who's punctual, they're be there on time. If they're a lazy person or disorganized, they will be there 5 to 10 or more minutes late.
