Why don't my siblings want to do anything around the house ?

They don't pay rent to live here and they think their lives are hard when they're not. I've been paying rent since I turned 18 unlike them they live her for free and they complain when they have to do stuff around the house. Like my mom just told them they have to come outside to clean the snow and they are still locked inside their rooms. Why isn't anyone doing anything about this ? Why don't my parents start charging them to live here and make them do stuff instead of asking them to do it
