It really depends on the context. Sometimes it can be used in a racist context. For example, I've seen people in the US ask people who are Asian for example "Where are you from?", if the person says "Detroit", they get asked "No, but where are you REALLY from?" as if the person in question isn't really American because they're not white or their family are immigrants.
