The next time he shouts at your partner or kids, directly confront him in a firm but polite manner.
Ask him what the problem is. If he is reasonable, listen to his side and consider it. If it is something easy to fix or change, go ahead and fix it. Now, he owes you.
If he isn't, or acts like a belligerent asshole, feel free to escalate the issue.
You know how to scrap? Don't be afraid to push the issue if you do, 90% of the time, the other person will back down.

@Notauser I had a LOT of issues with one of my neighbors years ago when I moved here. I tried being nice, polite, accommodating.
Nothing changed.
It escalated to the point where they sued me for putting up a fence that unfortunately went 2 inches onto their property.
That was the last straw and I totally stood up, brought it to them, counter sued them and went outside whenever their kids were causing troubles and screamed the most obnoxious profanities I could come up with...
...worked totally.
They never, ever bother me know. It's been...8 years? Some of it of course was that their kids grew up, but I do not doubt for a moment that me standing up to them was the point where it got better.
Bullies are lazy cowards. You make it tough for them to dominate or get over on you, they give up and move on to easier prey...
