How can I get back at him.

Context: he’s always nasty and he doesn’t have the balls to complain to me but he shouts at my partner and the kids

You should walk right up to him and look in his face. That alone will make a coward that picks on women and children think twice then tell him.
I'd be like " I understand you've been yelling at my wife and children. Tell me what you're problem is so I can take care of it for you."
I'd also make him aware that he's not to do it.
