how to create a group

I dont see the button "create group" like it was on EP??? Why

But surely almost all of these groups have been created by the members? The subjects are ill thought out, duplicated, inarticulate and overlapping. I can't believe the SW admin created these monstrosities.

@Glossy Most were taken from the old EP. Some were suggestions by members.
