I'm pretty sure that's been around forever.

It really depends on the context and where in the world you are, for instance in some places where european settlers had children with the native people those mixed offspring are referred to as coloureds

It should just be brown because often that is what they are. People of color sounds ridiculously similar to a prestige boutique or department store; and also, they are less 'colored' than so called white folk who can display a variety of colors depending on their health and habits.
