Not if it's a rush job for political purposes. Although, Trump's only goal is to announce that there's a vaccine right before the election. It doesn't matter if there actually is one. It's not like a vaccine can be tested, approved, manufactured, and distributed by Nov. 3. And once the election's over, it won't matter.
