Why do most leaders or bosses tend to have poor people skills

There could be a variety of reasons, but more often than not, I see leaders in organizations hiring people with very similar characteristics. So, if you have someone on top with poor people skills, and a strong technical acumen, they'll tend towards people with strong technical acumen and poor people skills. This cascades down.
