The Peace of Westphalia in 1648 established the modern rule that the only legitimate violence was that wielded by nation-states or their representatives. That ended 300 years later with the end of WWII. Since then, violence has come from state proxies, terrorists, mercenaries, and others having more similarity to the pre-Westphalia medieval model, where anyone who could afford an army could have one.

Today, the distinction between warfare and criminal activity is a persistent illusion.
