Why isn't that police officer in jail ????

Because the incident is under investigation by the Minnesota Criminal Apprehension Bureau and the FBI. A thorough investigation will be conducted before a charging decision is made. An autopsy, including toxicology analysis must be completed and a full medical examiner's report delivered.
Officer statements have to be taken, witnesses interviewed, and reports written. Cellphone, surveillence, and police bodycam video and audio has to be reviewed. Some video may need to be sent to FBI technicians for enhancement. Police procedures and regulations will have to be reviewed. The officers' training records and past conduct will be reviewed.

When these things are done, I am confident at least one officer will be charged via a bill of information or via a grand jury indictment with negligent homicide, manslaughter or perhaps even murder. But it may take some time. Let's be patient.
@quitwhendone We’ll see. You know the fellow who choked Eric Garner to death back in 2014 (Daniel Pantaleo) is free, and suing to get his job back.
