Depends on the intention. Are you just tagging or trying to create something?

Art is determined by it's social contribution and it's aesthetic value. How it make You feel and think. An ugly mess is just an ugly mess. 8)

Not really. Think of Bosch or Dechampe or Bacon. Disturbing, messy images but thought provoking.
