What's your opinion on Graffiti? Do you believe it's a work of art or vandalism of property?

i went to Athens recently. Many buildings were covered with graffiti as were some cars even. Most of it looked nasty and really ran the city down. Certainly it can be expressive and inspiring (e.g. Banksy) but what I saw in Athens cant be that nice for residents who live there.
