Do women like when men notice them in public or does it come off as creepy?

Not too long ago, I noticed a woman in a dress at the mall from a distance. I think she saw me looking cause she smiled at me, but I was too shy to walk up a to her and plus I think her dad was with her. Hope I didn't come off as creepy, lol.
