That idea is scary and naive at best. We are not all the same. If 99% of governments now are courupted and we know that having absolute power corrupts absolutely then why would you diminish your individual power by diluting your voice as a citizen of at least one country where your needs are still extremely small. Really think this idea over.

Because that government would not be the same as governments now. It would be created and stractured taking that into concideration @REMsleep
