How should adults who spend their time thinking about "humiliating & embarrassing" punishments (also known as abuse) for children be punished?

@HannibalAteMeOut Department of Motor Vehicles in the US, so it's where we get driver's licences and stuff. It's an infamously miserable and boring place, typically run by half-asleep nimrods.
