I work the other way: keep the credit-card use to a minimum, and pay it off as quickly as I can. I am not likely to have any tax refunds anyway!

(Incidentally, the question's phrase suggests opposite meanings in different countries. In the UK, a Tax Return is not a Tax Refund. It is a form H.M. Revenue & Customs may need you to complete for them to calculate your tax liabilities. Whether you receive a tax-return form anyway, depends mainly on your financial pattern - for most people, employed or self-employed.)
