I would say being monogamous is not playing hard to get, but you said she plays too. Sounds like she might not be faithful but at least has limits and standards.
@Dan193 if you were younger I would say be persistent and she will eventually give in to curiosity. Since you are into your mid 20's I advise cutting out the drama and forget her. Focus on yourself and your future. In doing so you will find the right person at the right time.
