Does water cause more problems than it solves?

Considering globally there's a fatal shortage of obtainable potable water, absolutely now. But in cities, the so-called asphalt jungles (and okay, some floodplains etc.) it's almost exclusively a nuisance to be dealt with. It's a romantic nuisance, though. 😋

Your current negative experience doesn't mean that it's generally a bad thing.
Besides, without water there'd be the problem of death.
