Sanctions definitely serve that purpose in the cases of Venezuela and North Korea, but they can be good for legitimate reasons in some circumstances. The sanctions levied against Iran for WMD production worked splendidly according to the IAEA, at least until they were used for partisan political reasons. And the sanctions placed on Russia by NATO were necessary as punitive measures for unprovoked military aggression against a sovereign state.
