What now? Can't decide what now...

Won a neighbor-dispute settlement maybe 5 years ago, money never come through, now lawyer has said there would be a new trial in October, that's this month and no phone call or return call, and since it started, nine years.
Must we hire another lawyer to sue this one? of course both of us are broke now so we cant.
