@SW-User Your clothing can have an influence on how you carry yourself. Maybe that is the meaning behind that phrase?

@chrisCA In certain situations, it can also change someones character... If you order someone to guard a prison in normal clothes, or you give them a tight outfit, lots of people in the new outfit have a way more easier way of identifying themselves as guard and start living the role. (also intrestingly described in "The Lucifer Effect" by Philip Zimbardo)
