I think it's a blend between culture and history. Historically, the American media has portrayed a white woman, especially ones with fair coloring and eyes, as the icon of beauty. This happened in spite of the fact that percentage wise there's just as many gorgeous women of color.
As far as ladies from Ireland ... whoa, that's another ballgame. I'd be curious to find out why you think they are more attractive than other ladies from other nationalities. The Irish Brogue is kinda cool, I'll give it that!
