🤔 I think some of the art is pretty, this is just an eyesore. I have seen actual artists take a bland building and change it into a form of art forever bonded with the building.

It can mean a lot of things .. defiance, opposition, alternative truth expressions .. I once took a unique tour in Berlin to study the underground art and such .. it's fun when you know what you are looking at .. apparently it's not lame most of the times and means something.. especially to the artist. The general public, being the general public .. remains illiterate and oblivious to the meaning .. ignorant of the fact that something of meaning or value to another human being was created in his/her vicinity .. it remains unappreciated..

Some of them make no sense at all, they're just letters that mean something to those who wrote them apparently (like wtf is DEMZO?). But I also see some consistent ones, like around my city there is someone who has written something that means "I am being tormented" with the biggest letters you could imagine! Who knows what this person was/is going through!

In the 70s & 80s, it was quite common in the NYC Transit system, the subways to be more specific, but it was also lethal, as many of the taggers got "tagged"(aka hit and killed) by the IND, IRT or BMT subway trains as they tagged cars in yards or while stopped at stations.
