If you're on a windows pc, try clicking on the picture and choosing the mail as attachment option. If you're lucky, it'll open a mail window and attach a reduced resolution version of the picture as an attachment. These are usually much smaller - a few 10s of kilobytes. You can then drag the attachment version out of the email window and try to upload that instead of the original.
